ICED LEAGUE 2009/2010 Constitution, UPM

Article 1

The Universiti Putra Malaysia Inter College English Debate League (ICED LEAGUE) is hereby established.

Article 2

There shall be a competition, which for the purposes of this constitution shall be named the Putra Malaysia Inter College English Debate League (ICED LEAGUE). A round of the Championship shall be held throughout each and every calendar year.
The Format of the debate shall be Asian Parliamentary as set out in Article 9.

Article 3

The purpose of the Championship shall be the promotion of debate and the free exchange of ideas.
It should be noted that anything said by any debater during a debate round does not necessarily represent the debater's personal beliefs, those of his/her university or those of his/her nation.

Article 4

4.1 The originals of this Constitution shall be lodged with and authenticated by the Director of Operations of H&G Strategic Communications Sdn Bhd; the Principal, 16th Residential College, Universiti Putra Malaysia; and the Deputy Vice Chancellor, Student Affairs and Alumni, Universiti Putra Malaysia. All such originals shall be equal, final and conclusive evidence of the text of this Constitution.
4.2 A copy of this Constitution will also be displayed on the official weblog of the League for reference by all interested parties.

Article 5

This Constitution shall come into effect immediately upon its adoption.

Article 6

Competitors who satisfy the requirements of this Article may compete in a team eligible to compete in the League.
6.1 During the academic year of the competition, competitors shall represent the residential college at which they reside during the course of a particular undergraduate programme.
6.2 Competitors shall be recognized by their residential college in the absence of such a body by the university administration.
6.3 Documented evidence of the participant’s student status should be received by the organizers prior to commencement of the League. Registration shall be considered incomplete until such evidence is received.
6.4 Competitors must be enrolled undergraduate students and must be attending classes in the university on the last day of term preceding the League.
6.5 In the event of any controversy regarding the interpretation of this article, the organizers of the League shall follow the recommendation of the Adjudication Committee (or equivalent) of the competent national debating body (if applicable).
6.6 No individual or institution shall be allowed to register and participate at the League if they owe money to the university without the agreement of the organizer.

Article 7

7.1 Residential colleges are entitled to send two (1) teams.
7.2.1 One team for two semester 2009/2010 with must mix senior and junior in one team.
7.3 Non-Residential colleges may competitively participate but only with the invitation and discretion of the Deputy Vice Chancellor of Student Affairs and Alumni, Universiti Putra Malaysia.
7.4 Each team will compete with one another team for one time only.
7.4.1 The home team’s residential college will be responsible in preparing the logistical needs for the commencement of the debate.

Article 8

There shall be an Adjudication Committee appointed to assist the organizers to:
8.1 Assist in the briefing of adjudicators and debaters at least one week prior to the League;
8.2 Assist in the accreditation and grading of all adjudicators at the League;
8.4 Assist the organizers to comply with the constitution;

Article 9

The format of a Round of the Putra Malaysia Inter-College English Debate League (ICED) shall be as follows:
9.1 Overview of the Format
9.1.1 There shall be 19 days of debate, involving all teams eligible to debate in the League along with any composite teams deemed necessary.
9.1.2 Each team must submit the list of their debaters 24 hours prior to the debate round to the debate Official.
9.1.3 Each team is entitled to submit a maximum of 9 names. Only three will actively take part in the respective round that must mix with junior and senior together.
9.2 If a team withdraws from competition before or during the league rounds then they shall be removed from the League and or either;
9.2.1 Replaced with a composite team.
9.3 If a team forfeits a debate they shall be given 0 points and a Team Score of 0.
9.4 If a team forfeits a debate for more than three times without any written notice to the Official, they shall be withdrawn from the League.
9.5 Tabulation of Rounds.
9.4.1 At the conclusion of each round teams shall be ranked in order of their points accumulated by the team; from highest aggregate to lowest.
9.4.2 The team with the highest accumulated point after 19 debate rounds is declared the champion of the League.
